  1. Fill out the online application
  2. Bring your photo ID and proof of residence address to an APL location

Library Cards are FREE if you reside at an address in an Austin Full Purpose, Austin 2 Mile ETJ, Austin 5 Mile ETJ, or Austin LTD jurisdiction. Non-Resident Library Cards are available for $149 annually or $37 quarterly. Non-Residents can apply for a free limited access Library Card by presenting their current/valid TexShare card from a participating library system.

Adult Library Cards (Resident and Nonresident) for ages 18 and older.

Youth Cards (Resident and Nonresident) for ages under 18 years of age in the presence of an adult parent/guardian cosigner. The adult co-signer must present their valid/acceptable photo ID and proof of current residence address in their name. If the youth is not present when applying for a new Library Card, the parent/guardian is required to present either the birth certificate, photo ID, or Social Security Card of the youth applicant.
